Richard Latif

With a career spanning more than 20 years in the global telecommunications and ICT industry, Mr. Ltaif brings extensive expertise in strategic planning and execution, business planning, corporate performance management, mergers and acquisitions (M&A), governance, and regulatory affairs. He currently serves as Chief Strategy Officer at Mobily, where he has been instrumental in shaping the company’s SHINE corporate strategy. His leadership has focused on strengthening Mobily’s position in customer experience, accelerating its digital-first transformation, and expanding the breadth of services offered to its B2B customers. Prior to joining Mobily, Mr. Ltaif served as Chief Strategy & Governance Officer at TAWAL, where he played a pivotal role in establishing the company as the leading regional tower company and one of the world’s top 25 tower operators. He helped define TAWAL’s vision and mission, developed its long-term growth strategy, and led initiatives to diversify the business while driving its international expansion. Before TAWAL, Mr. Ltaif was Chief Strategy & Governance Officer at stc Bahrain, where he played a key role in transforming the company from the market’s third entrant into a market leader in record time. He also led the successful acquisition and full integration of Menatelecom, one of Bahrain’s leading internet service providers, and spearheaded the launch of stc Bahrain’s FinTech business. Mr. Ltaif holds an MBA from London Business School, a Master’s degree in Electrical Engineering from Cornell University, and a Master’s and Bachelor’s degree from the Superior Institute of Electronics of Paris. He is fluent in English, Arabic, and French.
